About Us: 

The Pennsylvania Horse Breeders Association (PHBA) is responsible for all aspects of the Pennsylvania Breeding Fund, the official registration, marketing and promotion of Pennsylvania-Bred Thoroughbred racehorses, as well as the maintenance of the official registry of PA-Bred racehorses and Pennsylvania stallions. We are mandated by state statute as administrator of the Pennsylvania Breeding Fund program and as official registrar of the Pennsylvania-Bred roster of eligible program participants.

The mission of the organization is to advocate on behalf of Pennsylvania’s Thoroughbred breeding industry. PHBA is devoted to those involved in the industry, and whether you are currently a breeder, or you are just considering getting involved in this exciting industry, there are many reasons to join our organization. As a not-for-profit organization, founded in 1948, PHBA provides a number of services to its members, including informational assistance, educational opportunities, and a variety of members-only social events.

Additionally, PA-Breds have preferred starter status in all overnight races at PARX, Penn National, and Presque Isle Downs, with the exception of certain races whose specific conditions outlining additional preferences, such as certain turf races or starter handicaps. In these races, PA-Bred preference is general to the sub-groups of entrants.

Working with industry leaders over the years, PHBA has achieved several goals that have brought reforms and benefits to breeders, owners, racetracks, and the general public. We will continue to provide representation and advocacy in the state Capitol and at industry gatherings.

Purse Supplement in Open Races: 

Registered PA-breds finishing 1st thru 3rd receive an “Owner Bonus” of purse earned in all overnight races; 40% at Parx, 30% at Presque Isle Downs, and 20% at Penn National.

Yes. Registered PA-breds finishing 1st thru 3rd receive an “Owner Bonus” of purse earned in all overnight races; 40% at Parx, 30% at Presque Isle Downs, and 20% at Penn National.

Breeders Awards: 

Breeder Awards (finishing 1st through 3rd): 40% of purse earned for Registered PA-Sired PA-Breds; 20% of purse earned for Registered Non PA-Sired PA-Breds; 50% of purse earned for Registered PA-Sired PA-Breds in any maiden race run in PA; 25% of purse earned for Registered Non PA-Sired PA-Breds in any maiden race run in PA.

Stallion Awards: 

Stallion Award of 10% of purse earned to Stallion Owner (at time of conception) for PA Stallion's progeny finishing 1st thru 3rd at all three PA tracks.

The Pennsylvania Breeding Fund has paid out over $30 million on average over the last five years.

Registration Fees: 

Annual PHBA membership, $65

Foal Registration: Within 365 days of foaling, $50 (members)/$125 (non-members)

By Dec. 31 of yearling year $100 (members)/$250 (non-members)

Late registrations $500 (members and non-members)

Stallion registration: One-time fee of $500 by February 15th or $1000 by December 31st
