Founded in 1955 by a group of Dallas businessmen, the Texas Thoroughbred Association (formerly known as the Texas Thoroughbred Breeders Association) has nearly 1,500 members. Governed by an elected 21-member Board of Directors, TTA was mandated in 1986 by the Texas Racing Act to administer the Accredited Texas-Bred (ATB) Program. The ATB Program was designed to enhance and promote the Texas breeding and racing industry, in part by providing incentive awards for Thoroughbred owners, breeders and stallion owners in connection with an ATB Thoroughbred who finishes in the top three in any race in Texas.
In 2019 the Horse Industry Escrow Account was created. This incentive account annually reinvests up to $25 million tax dollars generated by horse-related businesses back into the continued growth of the Texas horse economy. Part of those funds are used to create bonus awards (in addition to regular ATB awards) for breeders of Accredited Texas-bred horses finishing 1, 2 or 3 in open company races in Texas, or in US races outside of Texas, and to the owners of Texas-Sired Accredited Texas-breds finishing 1, 2 or 3 in open company races in Texas.

First, 25% of the funds are allocated to owner bonus awards for horses placing 1, 2 or 3 in open company races in Texas. The remainder is divided into categories for owner (40%), breeder (40%) and stallion owner awards (20%).The awards are calculated by dividing the available awards money (for the category of awards in question) by the total purse money earned by horses eligible for that award.The resulting percentage is then multiplied by the individual horse’s earnings to get the award amount.Therefore, the percentages vary from track to track and meet to meet.

Breeder awards are paid to the eligible breeders of Accredited Texas-bred horses finishing 1, 2 or 3 in US races outside of Texas when there is no live Thoroughbred racing in Texas or when the out-of-state race is a stakes with a purse of $50,000 or more. These are paid annually for the previous calendar year.
Voluntary in order to receive full ATB Breeder Awards. A foal by a non-accredited stallion whose dam is not next-bred to an Accredited Texas stallion will only be eligible for 50% of the allotted breeder awards.

On every racing day, an association (track) shall provide for the running of at least two races limited to accredited Texas-bred horses, one of which shall be restricted to maidens. However, funds for these races are derived from the track purse account, not the incentive fund. Restricted Stakes - Owner Awards ARE NOT paid on stakes races restricted to accredited Texas-bred horses. However, 10% of the total breakage is used to assist in funding the purses for these restricted stakes. Breeder Awards and Stallion Owner Awards ARE paid on restricted stakes races.

Broodmares: One time, lifetime accredidation fee; $75 members or $125 non-members
One-time, supplemental lifetime accreditation fee to accredit a broodmare with a Texas-foaled weanling after the date of foaling but before December 31 of the same year of foaling, and still be eligible to receive ATB Breeders Awards on the subject foal. (effective starting January 1, 2008): $150 members or $200 non-members
Stallions: One time, lifetime accredidation fee; $100 members or $150 non-members, plus
Annual administrative fees to insure stallion awards only. Due on or before February 1 of each year; $200
Late administrative fee if paid after February 1 of any given year. Late fee will not be accepted if postmarked after August 1, $325
Racing Stock
When applied for by May 31 of the foal’s yearling year; $75 members or $125 non-members
When applied for between June 1 and December 31 of the foal’s yearling year; $200 members or $250 non-members
When applied for between January 1 and December 31 of the horse’s 2-year-old year; $750 members or $800 non-members
When applied for on or after January 1 of the horse’s 3-year-old year; $1500 members or $1550 non-members
